Sir, I am directed by Viscount Grey of Fallodon to acknowledge receipt of your letter of the 7th inst., (4087/1916) enclosing copy of a despatch which has been sent to the Governor of Hong Kong relative to the detention at that port of 7 cases of machinery consigned by Messrs. Mirrlees, Bickerton & Day Ltd., to the Cooper Co. of Manila.

With regard to the second paragraph of your letter under acknowledgement I am to request you to inform the Secretary of State for the Colonies that the last paragraph of the letter from this Department of the 28th ultimo (71468/45X) was intended to refer to goods shipped from all ports, whether in the United Kingdom or in Allied or neutral countries,
